Executive Team

Theresa Rachuba Leatherbury, CPM®, President, CEO, Co-Owner

Theresa is President and CEO of Rachuba, a family-owned and operated real estate company focusing primarily on property management and real estate investing. Theresa’s primary role is to develop and implement Rachuba’s strategic plan as well as oversee all financial, operations, and human resource functions.

Theresa earned the designation of Certified Property Manager (CPM®) and Rachuba Management, Inc. holds the Accredited Management Organization (AMO®) accreditation. Both designations are through the Institute of Real Estate Management (IREM). These designations provide Rachuba with the elite standards for property management firms and sets Rachuba apart in terms of reputation, fiscal stability, exceptional management, and ethical conduct. 

Theresa is active in the community through both industry associations and non-profit organizations. Theresa holds leadership positions in both the Maryland Chapter of the Institute of Real Estate Management (Current Board Member; Past President); and the Maryland Multi-Housing Association (Current Executive Committee Member; Past President). Her community involvement includes Leadership Baltimore County (current Board Member; Past President), Alzheimer’s Association (2018 Dancing Star); Notre Dame Preparatory School; Roland Park Country School; and the Gilman School.

Theresa was born and raised in the Baltimore area. She attended Notre Dame Prep and then Lebanon Valley College, where she earned a BS in Actuarial Science.

Ray Rachuba, Vice President, Co-Owner

Ray’s time at Rachuba began before he was old enough to work—with him officially joining the family business when he was in high school. He learned the real estate business from his grandfather and his father, Larry. Alongside his brother Chris, the pair helped their father develop land, build homes, and manage properties.

As Vice President of Rachuba, Ray ensures all family-owned properties are operating at the highest quality expected of a Rachuba community. He also serves as a mentor and expert resource for the Service Technicians who handle maintenance and are part of the property management teams at Prospect Hall Apartments and Piney Ridge Apartments & Townhomes—two of the residential properties that Rachuba currently manages. In his position, Ray is also responsible for protecting and extending the longevity of the Rachuba assets not only for the family, but for Rachuba’s employees and clients as well.

Chris Rachuba

Before he passed away in October 2021, Chris was a co-owner of Rachuba alongside his sister, Theresa Rachuba Leatherbury, and brother, Ray Rachuba. Chris joined Rachuba as soon as he was old enough to work, and he pursued a degree in business at Towson University so he could further the success of the family business. In addition to his schooling, he learned all aspects of real estate from his father as well as through education and mentorship from industry leaders. His expertise included home building, land development, and construction management, and he oversaw all construction projects for Rachuba.

Chris was always involved in volunteer activities within the real estate industry and the community as well. His industry involvement included leadership positions in the Home Builders Association of Maryland, the Maryland Building Industries Association, and the Maryland Taskforce for Workforce Housing. His community involvement included Zaching Against Cancer, Boys Hope/Girls Hope of Baltimore, the National Kidney Foundation, Notre Dame Preparatory School, The RAACE Foundation, and the Community Colleges of Baltimore County.

Chris is greatly missed by family, staff, clients, and more, but his legacy lives on in the family business and through the many lives he touched in the community.

Leadership Team

Andrea Cohen, Director of Accounting and Human Resources

With a degree in accounting and an MBA, Andrea has career experience with bank auditing, cost accounting, general accounting, and more. After years of working for larger corporations, she decided it was time to see what it was like working for a close-knit company where she would be involved in day-to-day decisions. Joining Rachuba in February 2008, Andrea has excelled in her position and credits her hard work because of being part of a dedicated, hands-on team.

In her spare time Andrea enjoys traveling, spending time with her family, and playing pickleball. She has what she refers to as a “zoo” at home, which includes Charlie the dog and 3 cats, Gracie, Paisley, and Owen. One day when she has more time, she would love to volunteer at an animal shelter.

Tracey Schmidt, Regional Property Manager and Community Manager at Piney Ridge Apartments & Townhomes

Tracey has been working in the property management industry since 1990. She joined Rachuba in 2008 as a Property Manager for Piney Ridge Apartments & Townhomes and was later promoted to Regional Property Manager in 2012. In her current position, she oversees all Rachuba managed properties, ensuring they meet their goals and objectives. She collaborates closely with community managers to handle lease administration, rent, maintenance, and daily operations. Additionally, she plays a vital role in hiring, performance management, training, and team morale for all properties.

Education is of utmost importance to Tracey as she takes pride in her skills and consistently seeks opportunities for improvement. She has served as co-chair on the education committee with Maryland Multi Housing for many years, actively contributing to the professional development of the industry.

In her free time, Tracey enjoys spending quality time with her family. She has a passion for baking beautiful and delicious cookies that bring joy to her loved ones and friends. She also finds solace in visiting the beach and appreciating the beauty of sunrises and sunsets.

Joe Ebberts, Regional Service Manager and Service Manager at Piney Ridge Apartments & Townhomes

Joe joined the Rachuba team in October 2012 while he was working on an acquisition of a property in the Woodlawn area. Ever since then, he’s enjoyed being a valued and important part of the Rachuba family. His responsibilities include making sure his team stays on task with day-to-day operations and ensuring resident satisfaction. He also monitors and schedules turn work for new move-ins at Piney Ridge Apartments & Townhomes and he develops and administers maintenance plans.

Joe is passionate about helping people, the best part of his job. A good family man, Joe enjoys spending time with his family and cooking out on the grill. He also enjoys playing pool and relaxing on the beach.

Stacey Liberto, Community Manager at Prospect Hall Apartments

Stacey joined Rachuba in 2012 as a part-time Leasing Consultant, and in 2016, she was promoted to Community Manager. Stacey plays an important role in the overall success of Prospect Hall Apartments. First and foremost, her responsibilities are centered around ensuring residents have an exceptional living experience. To do so, she also manages all operations at Prospect Hall Apartments—including being the team leader of the maintenance, leasing, and service manager teams. From overseeing rental applications and security deposits to managing the property’s budget to monitoring and reporting on occupancy and vacancy rates, Stacey is a face that many—if not all—Prospect Hall residents know.

Passionate about both family and real estate, she is also a Maryland Realtor who thrives on the dynamic interplay of these two worlds. Teaming up with her husband in the real estate industry, they bring a unique blend of professional expertise and personal connection to their clients. Beyond the hustle of property transactions, her heart lies in the love and support of her family. Whether negotiating deals or spending quality time with loved ones, she finds fulfillment in the harmonious balance of work and family life.L

William “Bill” Whitehead, Service Manager at Prospect Hall Apartments

Bill joined our team in 2012, and then moved to Prospect Hall in 2019. His responsibilities include property inspection, development and action planning, consulting vendors, scheduling services, managing the team, and reporting to the Property Manager. When he’s not working with his team, he’s meeting with vendors and assisting with resident-related issues.

Bill is a proud native of Baltimore, Maryland. He finds his greatest joy in fatherhood, cherishing every moment spent with his four beloved boys. Growing up in the heart of Charm City instilled in Bill a deep appreciation for community and family values. As a father, he brings this same warmth and dedication to nurturing his sons, creating cherished memories, and guiding them through life’s adventures. Whether it’s coaching little league games or sharing stories around the dinner table, Bill finds fulfillment in the unique journey of parenthood, embracing the challenges and joys that come with raising a family.

Resident Success Coordinators

Kim Schafferman, Resident Success Coordinator at Prospect Hall Apartments

Kim joined the Rachuba team in September 2010, and previously served as a Maintenace Coordinator and Leasing Professional. In her current role as Resident Success Coordinator, she is responsible for the leasing process, moving residents in and out of their apartments, coordinating resident events, and handling resident renewals. One of her favorite parts of her job is meeting people from all walks of life and having the opportunity to learn so much in the field.

In her spare time, she loves spending time with her granddaughter and family, as well as her dog, Hunter and cat Raven. She finds solace and relaxation at the beach. Its soothing waves, warm sand, and the sound of seagulls adds to the tranquil and rejuvenating environment. This gives her the chance to connect with nature, unwind, and escape from the hustle and bustle of daily life. The beach is a perfect place for her to find peace and serenity.

Alison Martin, Resident Success Coordinator at Prospect Hall Apartments

Alison is responsible for the leasing and renewal process, facilitating the resident experience, and assisting with residents’ moves at Prospect Hall Apartments. She helps to ensure that everyone living in the community has an optimal experience—whether they’ve just moved in, have lived at Prospect Hall for years, or have been thinking about applying. Residents at Prospect Hall Apartments are in good hands with Alison.

Alison brings a radiant spirit and a wealth of experiences to our community as our dedicated Resident Success Coordinator. With her boundless enthusiasm and passion for making a positive impact, Alison shines brightly in her role, fostering connections and creating meaningful experiences for all. In her spare time she loves to travel and spend time with family.  Alison’s unwavering dedication to community enrichment, coupled with her compassionate nature and diverse experiences, make her an invaluable asset to our team. Brittney Johnson, Resident Success Coordinator at Piney Ridge Apartments & Townhomes

Brittney joined the Rachuba and Piney Ridge team in July 2022 and her responsibilities are centered around helping people find a home and thrive in the Piney Ridge community. In her position, she conducts tours of the apartments, grounds, and amenities and helps prospects with the application process.

Kathy Lowe, Resident Success Coordinator

Kathy proudly serves as the resident success coordinator for all Rachuba-managed properties. In her position, she is responsible for managing tour schedules and sales, coordinating community activities, assisting residents with any needs, and ensuring smooth daily operations. She thoroughly enjoys working directly with residents and finds that property management is a very fulfilling career—especially when you’re able to help someone find their new home. 

 

Before joining the Rachuba team, Kathy dedicated 14 years to her role as an education manager for a multi-housing association. In that position, she became extremely familiar with the property management industry, and she loves applying that insight to her job at Rachuba. Kathy is known for her open and honest communication and her impressive attention to detail. When she’s not at work, you can expect her to be traveling, hanging out with her close group of friends, or taking care of her family.

Service Technicians

Michael “Mike” Crotsley, Service Technician at Piney Ridge Apartments & Townhomes

Mike has been with Rachuba since 2012, where he began at Pickwick East Apartments—which was another Rachuba-managed property at that time. Currently serving as the Service Technician at Piney Ridge Apartments & Townhomes, he is responsible for maintaining the grounds, completing service requests, preparing units for new residents before their move-in dates, and tending to the general upkeep of the Piney Ridge facilities. Mike is a Certified Heating, Ventilation, and Air Conditioning (HVAC) Technician and a Certified Apartment Maintenance Technician (CAMT).

Hung “Mahoney” Nguyen, Service Technician at Piney Ridge Apartments & Townhomes

As the Service Technician at Piney Ridge Apartments & Townhomes, Mahoney is in charge of completing service requests for residents and tending to the overall appearance and functions of the Piney Ridge property and its facilities. He also manages and prepares the empty apartment units before a new resident moves in.

Ken Crowe, Service Technician at Prospect Hall Apartments

At Prospect Hall Apartments, Ken ensures that all repairs in the apartments are completed efficiently and accurately. He also prepares units before new residents move in, manages all maintenance requests within the community, and makes sure the grounds and facilities at Prospect Hall Apartments are well cared for.

Ken is a passionate Harley enthusiast whose heart beats for the open road and the roar of his beloved motorcycle. Beyond his love for the throttle, Ken’s deepest joys lie in the bonds he shares with his son and granddaughter, his pride and joy. Whether cruising down winding highways or spending quality time with his family, Ken’s life is a harmonious blend of adventure and affection, fueled by his unwavering passion for both the freedom of the ride and the warmth of familial love.

Devonte McPherson, Service Technician at Piney Ridge Apartments & Townhomes

If there are maintenance needs at Piney Ridge Apartments & Townhomes, then Devonte answers the call. The buildings, grounds, and equipment in the Piney Ridge community are in good hands because of his dedication to checking they are safe and secure, and fixing them if any issues arise. As a hands-on employee, Devonte enjoys working alongside his team to ensure the very best experience for residents. He prides himself on always being ready to problem solve all while keeping a positive mindset. When he’s not at Piney Ridge, you can find Devonte spending time with his daughter or watching sports.

Bryan Perez Marin, Service Technician at Prospect Hall Apartments

Bryan is responsible for performing preventative maintenance, conducting necessary troubleshooting and repairs, assessing property systems, and responding to on-call emergencies at Prospect Hall Apartments. In his role, Bryan understands the importance of adaptability—because every day brings new challenges, whether it’s troubleshooting unexpected equipment issues, responding to urgent service requests, or learning new systems and technologies. He’s known for staying calm, thinking critically, and adjusting on the fly to solve problems efficiently and provide reliable support to both his team and the residents at Prospect Hall. 

Bryan’s advice for individuals interested in working on the service side of property management is to always keep a flexible mindset because it’s what keeps everything running smoothly. When he’s not hard at work ensuring the best living experience at Prospect Hall, you can find Bryan with an instrument in hand, going to church, or hanging out with his friends.

Accounting

Stan Schneider, Accounting Assistant

 

Stan joined the Rachuba team in 2010 because of the small-business, family-like atmosphere. He manages everything from processing and paying invoices to vendor compliance and assisting with Rachuba’s monthly financials and budgets. He has continued his accounting career with Rachuba because of the opportunities to expand his skillset and grow in this industry.

Andrew Sweeney, Accounting Assistant

Andrew assists the Accountant and Director of Finance and Human Resources within Rachuba’s finance department. In his position, he is responsible for entering vendor invoices, filing Certificate of Insurances for vendors, and providing general administrative support across departments through filing and data entry. He’s a true team player that brings a positive attitude to all of his tasks.
